Mr. Mills serves as the co-leader of the firm’s Intellectual Property team. He is a trial attorney who focuses his practice on white collar criminal defense and government investigations, technology and intellectual property-related torts and contract disputes; media-related counseling and litigation; and close corporation shareholder disputes. He has represented national media organizations on the full range of newsroom and courtroom access issues, privacy-related and newsgathering torts, and internet and computer privacy issues and defamation cases. He has represented almost every DC-area television station and newspaper. His office is across the street from the federal courthouse in Alexandria, which is the famed “Rocket Docket.”

Mr. Mills has had significant experience and success in the area of white-collar criminal defense and governmental investigations. His cases include representing two witnesses in the federal government’s case against former Virginia Governor Bob McDonnell; representing a 2012 presidential candidate and his campaign manager in an election fraud investigation; representing a foreign corporation accused of misappropriating the trade secret for Kevlar; successfully representing a doctor in a major 2 ½ year Medicare fraud investigation (the Government closed the investigation without charges); representing a Maryland attorney accused of 32 felony counts of immigration fraud (the attorney was acquitted at trial of all 32 counts); representing a Washington, D.C. think-tank in an investigation by the New York Attorney General’s Office of the organization’s past relationship with Hillary Clinton (the client was completely exonerated after a year-long investigation); and representing a local businessman wrongfully indicted for eight counts of heroin smuggling and money laundering (the government ultimately dropped all of the charges in the indictment). In 2016, he represented the nation’s largest privately held mortgage corporation in a six-week jury trial in Houston involving mortgage fraud charges under the False Claims Act and FIRREA.
He has substantial trial experience in patent, patent inventorship, copyright, trademark and trade secret-related litigation in federal courts across the nation and before the International Trade Commission. He also regularly advises and represents companies, universities, and governmental entities in technology-related contract and licensing disputes.

He is a certified mediator and serves as an arbitrator and hearing examiner for the Telecommunications Regulatory Board of Puerto Rico in interconnection agreement disputes. He is a founding member of the Pauline Newman IP American Inn of Court in Alexandria, Virginia and was a member of the Edward Bennett Williams Inn of Court for 16 years.

In 2016, LeClairRyan was ranked among the top 10 law firms in the nation for life science patents by Juristat. Firms must have had at least 100 patent applications disposed of in the relevant art during the one-year period (June 13, 2014 – June 13, 2015) following the Myriad decision to be considered for this ranking. The firms are ranked by their average patent allowance rates in the biotechnology and organic chemistry areas.
